The objectives of this Work Package are to fully explore the feasibility and costs associated with developing a “CSAT Continual Operational Readiness Environment” (CSAT CORE) – i.e. the central, multinational “skeleton” capability described above; and the creation of full documentation for how nations would then run their own CSAT assessment using this capability. These will be delivered in the form of a fully developed business case and blueprint for a CSAT CORE, and for the overall CSAT Concept when an assessment is carried out nationally.The reports can then be used nationally for determining the merit of a multinational approach for such a capability, and to aid decisions on whether to proceed with implementation.
Carrying out this study at this stage allows nations to fully understand the costs, risks, and resources required to implement a multinational CSAT capability, and aids an informed decision on whether to proceed with implementation. Performing this study in a multinational project lowers its cost and gives participating nations an identical description of the CSAT CORE which they can then use at the national level to seek support for the proposed capability to be developed in a multinational environment.
